Why charge at all?

The scans are public and free at the Library of Congress, and they stay free here: every page links to them. What the dossier sells is the assembly: finding the column on each page, cropping it, citing it, grouping the reprints and laying it all out, for a search that can have a hundred pages. If that saves you an evening, it's worth a few dollars; if not, the free tier and loc.gov do the job.
